The State’s current pay system lacks both objective performance standards and funding. There is little accountability in how state agencies evaluate or promote workers. Even when workers perform well, more often than not, they do not receive a raise because the current system has been funded less than half of the time.

According to a recent study , after pay, benefits and retirement are factored in state workers earn significantly less than their private counterparts.
